11월 말 무형유산보호 정부간위원회에서 최종 등재여부 결정

  문화재청(청장 최응천)이 유네스코 인류무형문화유산 대표목록(Representative List of the Intangible Cultural Heritage of Humanity)으로 등재 신청한 ‘한국의 탈춤’이 1일 오전 8시(현지시간 31일 오후 12시) 공개된 유네스코 무형유산위원회 산하 평가기구(Evaluation Body)의 심사결과, ‘등재 권고’ 판정을 받았다.

  유네스코 무형유산위원회 산하 평가기구는 이번에 총 46건의 대표목록 등재신청서를 심사하여 우리나라의 ‘한국의 탈춤’을 포함해 총 31건에 대해서 ‘등재’를 권고했고, 14건에 대해서는 ‘정보보완’을 권고했으며, 1건에 대해서는 ‘등재 불가’를 권고하였다.
한국의 탈춤이 이번에 ‘등재 권고’를 받게 되면서 오는 11월 28일부터 12월 3일까지 모로코 라바트에서 개최되는 제17차 무형유산보호 정부간위원회의 최종 결정에도 긍정적인 영향을 끼칠 것으로 보인다. 이번 결과는 유네스코 누리집을 통해서 공개되었다.
* 평가기구는 등재 신청된 유산을 평가해 그 결과를 ‘등재’(inscribe), ‘정보보완(등재 보류)’(refer), ‘등재 불가’(not to inscribe)로 구분하여 무형유산보호 정부간위원회에 권고하는데, 이러한 권고 내용은 내달 열리는 유네스코 무형유산보호 정부간위원회의 검토를 통해 최종 등재 결정에 반영됨.

  또한, 평가기구는 ‘한국의 탈춤’ 등재신청서를 대표목록 등재신청서 중 모범사례(Good Example)의 하나로 제시하며 대한민국의 ‘한국의 탈춤’ 등재신청서는 특정 무형유산의 대표목록 등재가 어떻게 무형유산 전체의 중요성에 대한 가시성과 인식을 제고할 수 있는지 보여주는 잘 준비된 신청서로 평가하였다.

  현재 한국은 21종목의 인류무형문화유산을 보유하고 있으며, ‘한국의 탈춤’이 최종 등재가 되면 총 22종목의 인류무형문화유산을 보유하게 된다.

  또한, 북한의 <평양랭면풍습 Pyongyang Raengmyon custom>도 이번에 등재를 권고 받았다. 북한은 현재 아리랑(2014년), 김치담그기(2015년), 씨름(2018년/남북공동등재)가 있으며 이번 등재로 인해 총 4종목의 인류무형문화유산을 보유하게 되었다.  

  “Talchum, mask dance drama in the Republic of Korea” has been recommended for inscription on the Representative List of the Intangible Cultural Heritage of Humanity by a consultative body (known as the Evaluation Body) of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage. The recommendation was made public at 8:00 a.m. on November 1 (at midnight on October 31 local time in Paris).

  The Evaluation Body examined 46 files nominated for inscription on the Representative List. In its evaluation report, published on the UNESCO website (https://ich.unesco.org/en/17com), the Evaluation Body recommends that the Committee inscribe 31 nominations including talchum on the Representative List and refer 14 nominations to the submitting States Parties. The Evaluation Body was not able to achieve consensus concerning one nomination. A final decision on talchum and other nominations will be made at the 17th session of the Committee to be held in Rabat, Kingdom of Morocco from November 28 to December 3 in 2022.

  Regarding the talchumnomination, the Evaluation Body praised the Cultural Heritage Administration for preparing a well-elaborated file with details specified on the social functions and cultural meanings of this performing tradition.

  Inscription of talchum will increase the number of elements the Republic of Korea has on the Representative List from the current 21 to 22.

  “Pyongyang Raengmyon custom,” submitted by the Democratic People’s Republic of Korea, was also recommended for inscription on the Representative List. The Democratic People’s Republic of Korea currently has three elements entered onto the Representative List (Arirang folk song in 2014; tradition of kimchi-making in 2015; and traditional Korean wresting in 2018).
