캄보디아 압사라청과 양해각서(2.19.) 체결… 대한민국, 세계에서 다섯 번째로 사업 참여

  문화재청(청장 최응천)은 2월 19일 오후 2시 국립고궁박물관(서울 종로구)에서 캄보디아 앙코르유적 보존·관리를 전담하는 캄보디아 정부기구인 압사라청(APSARA National Authority, 청장 행 뽀우(Hang Peou)), 앙코르와트 보존복원사업 수행기관인 한국문화재재단(이사장 최영창)과 대한민국-캄보디아 문화유산 분야 고위급 회담을 갖고, 문화유산 분야 교류협력을 위한 양해각서를 체결하였다.

이번 양해각서는 작년 2월 캄보디아 시엠립에서 발표한 「대한민국 문화재청과 캄보디아왕국 압사라청 간 공동 보도문」의 후속조치로, 올해부터 착수 예정인 캄보디아 앙코르와트 보수정비 사업에 대한 협력을 비롯해 ▲ 문화유산 보존·관리·활용·디지털화 등 축적된 기술·경험·정보 공유 ▲ 연수회(워크숍) 등 행사 개최, ▲ 초청연수 등 인력 개발, ▲ 공동조사·연구 및 전시회 개최, ▲ 문화유산 정책·제도·관리 등을 내용으로 한다.

특히, 캄보디아 앙코르와트는 캄보디아 국기에도 새겨진 상징적인 유적으로, 문화재청은 이번 양해각서 체결을 계기로 앙코르와트 보존복원사업에 참여하게 되었다. 이번 사업은 2024년부터 2026년까지 3년간, 앙코르와트 바칸 북동쪽 기단부에 대한 보수정비와 앙코르와트를 방문하는 관광객들을 위한 관람용 계단, 홍보관 건립 등 관광시설을 정비하는 방향으로 추진된다. 문화재청은 이번 사업이 대한민국 문화유산 분야의 국제개발협력(ODA, Official Development Assistance) 역사의 한 획을 긋는 사업이 될 것으로 기대하고 있다.

문화재청은 앞으로도 페루 마추픽추, 아프리카 등으로 문화유산 분야의 국제개발협력 사업 대상 국가를 선진적·전략적으로 확대해나가고자 하며, 이를 통해 문화유산 분야의 국제개발협력 사업을 선도하는 글로벌 중추국가로서 역할을 강화해나갈 수 있도록 적극행정을 이어갈 것이다.

On February 19th at 2:00 p.m., a Memorandum of Understanding (MOU) was signed between the Cultural Heritage Administration (CHA; Choi Eungchon, Administrator), the APSARA National Authority (Hang Peou, Director General), the Cambodian government agency in charge of preserving and managing the Angkorian ruins in Cambodia, and Korea Cultural Heritage Foundation (Choi Youngchang, President), the executing organization of the conservation and restoration project of Angkor Wat, in the National Palace Museum, following high-level talks on the field of cultural heritage between Korea and Cambodia.

The MOU is a follow-up to the "Joint Press Statement by the Cultural Heritage Administration of the Republic of Korea and the APSARA National Authority of the Kingdom of Cambodia" released last February in Siem Reap, Cambodia. Alongside the cooperation on the restoration and maintenance project of Angkor Wat in Cambodia, which is set to launch this year, the MOU includes ▲ sharing accumulated technologies, experiences, and information on cultural heritage preservation, management, utilization, and digitalization; ▲ organizing events such as workshops; ▲ developing personnel through invitation-based training; ▲ conducting joint investigations, research, and exhibitions; and ▲ areas of cultural heritage policy, system, and administration.

Especially, Cambodia's Angkor Wat is an iconic national monument that is even featured on the Cambodian flag, and the CHA will be participating in the conservation and restoration of Angkor Wat with the conclusion of this MOU. The project will be implemented for three years, from 2024 to 2026, and will include the renovation of the northeastern base of Angkor Wat’s Bakan and maintaining tourist facilities such as a viewing staircase and a public information center for tourists visiting Angkor Wat. The CHA anticipates that this project will be a significant milestone in the history of ODA in Korea’s cultural heritage sector.

The CHA will continue to create and endorse ODA projects in cultural heritage that can contribute to national status, such as climate change ODA targeting Machu Picchu, Peru, Africa, and the Pacific Islands, by recognizing the requests of recipient countries and global issues. The CHA will strive for Korea to become one of the top 10 ODA donors through such advanced and strategic ODA projects and to strengthen the role of the Global Pivotal Country in line with its national status.

The CHA aims to proactively and strategically expand the number of countries targeted for ODA cultural heritage projects to Machu Picchu in Peru and African countries. Through Active Administration, it hopes to strengthen its role as a leading provider of ODA projects in cultural heritage and maintain its position as a Global Pivotal State.
