유네스코 무형유산보호협약 정기보고서 작성 아태지역 연수회 개최(2.26.~3.1.)

  문화재청(청장 최응천)은 유네스코(사무총장 오드리 아줄레), 유네스코 아태무형유산센터(사무총장 김지성, 이하 ‘아태센터’)와 함께 2월 26일부터 3월 1일까지 5일간 국립무형유산원(전북 전주시)에서 아시아 태평양 지역(이하 ‘아태지역’) 42개국 100여 명의 정부 및 유네스코 관계자를 대상으로 유네스코 무형유산보호협약(이하 ‘협약’) 정기보고서 작성 역량강화를 위한 아태지역 연수회(워크숍)를 개최한다.
* 무형유산보호협약: 유네스코 문화 분야의 대표적인 협약으로, 구전전통 및 표현, 공연 예술, 관습과 의례, 자연과 우주에 대한 지식 및 전통 공예 등을 보호하고 지속가능한 생명력을 보장하기 위해 전 세계 182개국이 가입

유네스코는 최근 협약 이행을 평가하는 척도인 종합성과체계를 개발하여 이를 기반으로 한 정기보고서를 협약 가입일 기준으로 6년에 한 번씩 제출하도록 하고, 제출 단위도 개별국가에서 대륙단위 집단 제출로 변경하였다.
아태지역은 올해 6월 30일까지 정기보고서를 제출하게 되며, 이에 이번 연수회는 새로운 기준과 체계를 반영하여 각 당사국 담당관들의 정기보고서 작성 역량을 향상시키는 데 초점을 맞춰 진행된다.
* 종합성과체계(Overall Result Framework): 협약이행을 평가하는 척도로 8개의 주제영역, 26개의 세부지표 및 105개의 평가기준으로 구성, 모든 당사국은 해당 체계를 기반한 협약이행 정기보고서를 제출해야 함

현재 한국은 협약의 당사국 총회에서 선출된 유네스코 무형유산 정부간위원회 위원국으로서 세 번째 임기를 지내고 있으며, 선진적인 문화유산 보호 체계를 가지고 있을 뿐만 아니라 국제사회와 유네스코의 무형유산 보호활동 지원에 앞장서는 등 모범적 역할을 수행하고 있다. 특히, 신탁기금을 통해 지난 2016년 유네스코의 정기보고서 양식을 온라인으로 바꾸는 시스템 개선에 기여하고, 2019년부터는 아태센터를 통해 해당 종합성과체계 이행 사업을 지원해왔다.

이번 연수회는 아시아 태평양 지역의 회원국들의 정기보고서 작성 역량을 키워주는 직접적인 기회이자, 아시아 태평양 지역의 국가 간 협력기반을 다지는 데 주요한 역할을 할 것으로 기대하고 있다.
행사는 비공개로 진행되지만, 정기보고서는 내년도 협약 정부간위원회 이후 온라인을 통해 누구든 확인할 수 있다.

문화재청은 앞으로도 국제사회의 무형유산 분야에서 선도적인 역할을 수행하며 지속가능한 무형유산 보호에 이바지해 나갈 것이다.

The Cultural Heritage Administration (Administrator Choi, Eung-chon), together with UNESCO (Director-General Audrey Azoulay) and the International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific Region(hereinafter referred to as the “ICHCAP”; Director-General Kim, Ji-sung) will host the capacity-building workshop for periodic reporting under the UNESCO Convention* for the Safeguarding of the Intangible Cultural Heritage (hereinafter referred to as the “Convention”) at the National Intangible Heritage Center in Jeonju, Jeollabuk-do from February 26 to March 1 2024. Approximately 100 government officials and UNESCO representatives from 42 countries in the Asia-Pacific region are expected to attend the five-day workshop.

* The 2003 UNESCO Convention, ratified by 182 countries, is a key agreement in cultural sector of UNESCO to ensure viability and safeguard diverse forms of intangible cultural heritage, which includes oral traditions, performing arts, rituals, knowledge and practices concerning nature and the universe and traditional craftsmanship.

UNESCO has recently developed an overall results framework* for periodic reports to assess compliance with the Convention which requires member states to submit every six years from the date of accession. Further, reporting has shifted from individual submissions to collective submissions by continent. As the Asia-Pacific region is due to submit its period reports by June 30 this year, this workshop aims to provide each state party’s officials with the knowledge and skills to effectively navigate the new reporting systems.
* Overall Results Framework (or ORF): The Overall Results Framework consists of eight thematic areas, 26 core indicators and 105 assessment factors, which serves as the foundation to assess states parties’ implementation and all states parties are obliged to submit periodic reports based on the ORF.

Having been elected by the states parties at the UNESCO’s intergovernmental committee for the safeguarding of the intangible cultural heritage, the Republic of Korea (ROK) is now in its third term as a member of the intergovernmental committee. The ROK boasts an advanced cultural heritage protection system and plays an exemplary role in supporting safeguarding activities for intangible cultural heritage globally. Notably, it has supported transition to online reporting templates via trust funds since 2016 and has partnered with ICHCAP to support the implementation of the overall results framework since 2019.

This workshop serves as an opportunity to address the capacity-building needs of Asia-Pacific countries in periodic reporting and foster a strong cooperation network among nations. The event will be held in a closed format but periodic reports will be available for public access online following the intergovernmental committee next year.

The Cultural Heritage Administration reaffirms its commitment to playing a leading role in safeguarding the intangible cultural heritage and contributing to sustainable development in the international community.
