제 21차 유네스코 무형유산보호협약 정부간위원회(2026.12.예정)에서 등재여부 최종 결정

  문화재청(청장 최응천)은 지난 3월 31일, 유네스코 인류무형유산 대표목록에 「한지제작의 전통지식과 기술 및 문화적 실천」(Traditional knowledge and skills associated with the production of Hanji and related cultural practices in the Republic of Korea)을 등재하기 위한 신청서를 유네스코 본부에 제출하였다.

「한지제작의 전통지식과 기술 및 문화적 실천」은 유네스코 사무국의 검토와 평가기구(Evaluation Body)의 심사를 거쳐, 2026년 12월 경 개최되는 제 21차 유네스코 무형유산보호협약 정부간위원회에서 등재여부가 최종 결정될 예정이다.

한지는 닥나무 껍질의 섬유를 재료로 하여 장인의 정교한 손기술을 통해 만들어진 우리나라의 전통 종이로, 오랜 세월 동안 우리의 삶 속에서 세대를 거쳐 전해져 왔다. 닥나무 채취에서 제조 과정에 이르기까지 장인의 기술과 지식 그리고 마을 주민들의 품앗이가 더해져 제작되어 우리나라의 공동체 문화를 잘 보여준다. 기록을 위해 사용되고 있을 뿐만 아니라 친환경 건축부재, 각종 생활용품, 예술 활동에 이르기까지 지속가능한 무형유산의 전승 사례로서 다양한 분야에서 활용의 폭을 넓혀가고 있다.

현재 한지 제작 및 활용 관련 공동체는 ▲ 국가무형유산 한지장 홍춘수(전북 임실), 김삼식(경북 문경), 신현세(경남 의령), 안치용(충북 괴산)과 ▲ 도지정무형유산 김일수(전북 임실), 이상옥(경남 함양), 장성우(경기 가평), 장응렬(강원 원주) 등의 전승자들과 ▲ 한지살리기재단(이사장 이배용) 등 한지 관련 보존 및 활용 단체들로 구성되어 있다.

문화재청은 앞으로도 한지 장인 및 관련 단체 등과 협력하여 「한지제작의 전통지식과 기술 및 문화적 실천」이 유네스코 인류무형유산 대표목록에 등재될 수 있도록 최선을 다할 예정이다.

The Cultural Heritage Administration (Administrator Choi, Eung-chon), submitted the nomination file to UNESCO Headquarters for the inscription of “Traditional knowledge and skills associated with the production of Hanji (traditional Korean paper) and related cultural practices in the Republic of Korea” on the Representative List of the Intangible Cultural Heritage of Humanity.

Following its submission to UNESCO on March 31st, “Traditional knowledge and skills associated with the production of Hanji and related cultural practices in the Republic of Korea” will undergo an evaluation procedure. The nomination will be reviewed by the UNESCO Secretariat and evaluated by the Evaluation Body. The final decision on the inscription will be made in December 2026 at the 21st session of the Inter-governmental Committee for the Safeguarding of the Intangible Cultural Heritage.

Hanji, which is made from the bark of paper mulberry trees, has been produced for a thousand years using the meticulous handcrafting skills of Hanji masters and passed down through generations. The production of Hanji, is a collaborative endeavor that involves masters’ skills and knowledge and local communities’ traditional labor-sharing scheme known as pumasi from harvesting to processing the paper mulberry bark. Today, Hanji’s legacy extends far beyond its traditional usage as a writing surface. It plays a vital role in the safeguarding and sustainable development of intangible cultural heritage, expanding its use in everything from eco-friendly building materials to household products and artistic activities.

Groups and individuals concerned with Hanji Production have actively participated in the preparation of the nomination. They include ▲State-designated masters: Hong Chun-su(Imsil, Jeonbuk), Kim Sam-sik(Mungyeong, Gyeongbuk), Shin Hyun-sae(Uiryeong, Gyeongnam), An Chi-yong(Goesan, Chungbuk); ▲Province-designated masters: Kim Il-su(Imsil, Jeonbuk), Lee Sang-ok(Hamyang, Gyeongnam), Jang Sung-woo(Gapyeong, Gyeonggi), Jang Eung-yeol(Wonju, Gangwon); and ▲Hanji Revitalization Foundation, etc.

The Cultural Heritage Administration is committed to collaborating with relevant parties including Hanji masters and its related groups to achieve the inscription of “Traditional knowledge and skills associated with the production of Hanji and related cultural practices in the Republic of Korea” on the Representative List of Intangible Cultural Heritage of Humanity.
