- 국제기구(IUCN), 서천ㆍ고창ㆍ신안ㆍ보성-순천 4개 갯벌 보호․관리 현황 등 점검 -

  문화재청(청장 정재숙)과 해양수산부(장관 문성혁)는 2019년도 유네스코(UNESCO, 국제교육과학문화기구) 세계자연유산으로 신청한 ‘한국의 갯벌’이 지난 9월 30일부터 10월 7일까지 세계자연보전연맹(이하, IUCN)의 현지 실사를 받았다고 밝혔다.

   현지실사는 서류심사, 토론자 심사 등 여러 전문가의 참여로 진행되는 세계유산 전체 심사과정의 한 단계로, 세계유산 등재를 위한 현지 실사는 유네스코가 의뢰하면 자문기관에서 수행한다. 이후 유네스코는 실사 결과와 세계유산 등재신청서 심사를 바탕으로 등재 권고와 보류, 반려, 등재 불가의 4가지 권고안 중 하나를 선택해 최종 등재여부를 결정하게 된다.

  ‘한국의 갯벌’에 대한 현지실사는 IUCN 자문위원 바스티안 베르츠키(Bastian Bertzky)씨와 인도 상하수도부 과장 소날리 고쉬(Sonali Ghosh)씨가 담당하였다.

  세계자연유산으로 신청된 ‘한국의 갯벌’은 ▲ 서천갯벌(충남 서천), ▲ 고창갯벌(전북 고창), ▲ 신안갯벌(전남 신안), ▲ 보성-순천갯벌(전남 보성, 순천) 등 총 4개로 구성된 연속유산이다. 현지실사를 맡은 베르츠키 씨와 고쉬 씨는 7일간의 실사 기간에 4개의 갯벌을 방문하여 현지에서 관리 담당자, 지역주민, 전문가를 만나 설명을 들었으며, 해당 갯벌의 보호․관리 현황과 세계자연유산으로서의 완전성 충족 여부를 현장에서 일일이 점검하였다.

  서천 유부도, 고창 만돌리, 신안 선도, 보성 장도, 순천만 등을 도보로 확인하였고, 면적이 넓은 신안 지역은 헬리콥터로 둘러보았으며, 육안으로 보기 어려운 유산구역의 확인을 위해서는 드론을 사용하기도 하였다. 이번에 신청되는 전체 유산구역은 129,346 헥타르(ha)이며, 모두 습지보호지역으로 지정되어 있다.

   IUCN은 이번 실사 결과를 포함한 최종 평가결과를 내년 7월 개최하는 제44차 유네스코 세계유산위원회 세계유산 등재 심사에 보고하며, 이 위원회에서 ‘한국의 갯벌’의 세계자연유산 등재 여부가 최종 결정된다.

Technical Evaluation Mission Carried Out to “Getbol, Korean Tidal Flat”

UNESCO advisory body examined the state of conservation and management of getbol nominated to UNESCO World Natural Heritage

The Cultural Heritage Administration (Administrator Chung Jae-suk) and the Ministry of Oceans and Fisheries (Minister Moon Seong-hyeok) announced that the Technical Evaluation Mission to Getbol, Korean Tidal Flat, a nomination to World Heritage as a natural heritage, took place from September 30 to October 7 by IUCN (International Union for Conservation of Nature), an advisory body to UNESCO for World Heritage.

The technical mission is part of the evaluation process applied to all nominations submitted to UNESCO to become a World Heritage, along with other experts-led participatory procedure such as desk review and panel discussion; in the course of evaluation, relevant advisory bodies conduct the mission commissioned by UNESCO, and their report, along with other procedural examination on the nomination, leads UNESCO to adopt its recommendation among four options to inscribe, refer, defer and not to inscribe on the World Heritage List, for assistance of final decision at the Committee.

As the mission experts, Bastian Bertzky, a science adviser to IUCN, and Sonali Ghosh, a director at the Indian Ministry of Drinking Water and Sanitation, assumed the responsibility and made a visit to the nominated sites.

Getbol, Korean Tidal Flat is a serial nomination, consisting of four areas of Seocheon Getbol (Seocheon, Chungcheongnam-do), Gochang Getbol (Gochang, Jeollabuk-do), Sinan Getbol (Sinan, Jeollanam-do) and Boseong-Suncheon Getbol (Boseong & Suncheon, Jeollanam-do). The mission experts visited four getbols for seven days during the period and met site managers, locals as well as experts to examine in person the state of protection and management of getbols and the “integrity” of the property, a condition that must be satisfied to be a World Heritage.

They visited major getbols such as Yubudo in Seocheon, Mandol-ri in Gochang, Seon-do in Sinan, Jang-do in Boseong and Suncheon Bay. For the vast area of Sinan getbol, a helicopter was arranged to afford a bird’s eye view and drones were used to observe some inaccessible areas. The entire nominated property was 129,346 ha in area, all being designated as Wetland Protected Area at the national level.

IUCN will report its final evaluation including about this mission to the 44th World Heritage Committee scheduled in July next year, at which the Committee decides whether to inscribe getbol on the World Heritage List.
